The Philippine Local Fiscal Administration

In the Philippines took three forms- devolution, deconcentration and delegation. As Carlno affirms, the framers of the 1987 Constitution institutionalized decentralization with the end-view of realizing democracy and development especially at the grassroots level. Devolution paved way for the transfer of political power from the central government to the local government units.This transfer of power and functions was accompanied by the provision of a higher Internal Revenue Allotment (IRA), broader tax base and a just share In the national ealth to finance devolved responsibilities and provision of various goods and services. This was accompanied by deconcentration which is the transfer of administrative powers and functions from central offices of government agencies to the field offces at the regional, provincial, and municipal/city level.In consonance with the concept that local government units are more responsive to the needs of their communities, deconcentration was institution alized vis-a- vis devolution as a means tor national government agencies (NGAs) to provide assistance to LGUs by etung standards In the Implementation of various programs and monitor the operation and services of the LGUs along the different socio-economic and political dimensions.Contrary to the past practices wherein the central government through the national government agencies (NGAs) exercises a degree of control in the implementation of programs at the LGU level, deconcentratlon aims to lessen, If not remove, the control from the national government and replace it with supervisory functions. Ideally, through deconcentration, NGAs set standards and supervise LGUS provision of various services to the community (i. DOH and LGLJ health services).Decentralization in the Philippines also took the form of delegation, or what other author calls as â€Å"debureaucratization†. This was the result of the surmounting clamor for participatory governance and active citizenship during the ouster of the late President Ferdinand Marcos through the People's Power Revolution and even prior to and after the said historic event. The author of the Consitution saw it fit, as a response to the call of the times, to put greater emphasis on the Involvement of non- government organizations, people's organizations, and the private sector in governance.In this way, democracy and development was believed to be realized when the voices ot the marginalized, poor and other people aggrupations are heard and considered In decision-making at the different government level. In contrast to the experience of other countries, decentralization In the Philippines took a complete form. This may be attributed to the political atmosphere in the 1980S- 1 BOO's conducive to decentralization and democratic form of government. Colombia deconcentrated its state services but placed a limit In the delegation and devolution of powers.Same can be said with the experiences of Mexico and Togo. The Phil ippines also has a legal framework conducive to democratic decentralization. Decentrallzatlon tnroDs In tne Article x 0T tne IYB/ constltutlon wnere tne congress is mandated to enact a Local Government Code which â€Å"shall provide for a more responsive and accountable local government structure instituted through a system of decentralization†. Countries like Spain and China lack this legal framework despite substantial decentralization.This means that decentralization in the Philippines possesses a degree of â€Å"permanency' that would ensure the continuity in LGUs' exercise of devolved powers and functions. In the words of Katorobo, decentralization in the Philippines has a â€Å"more stable environment† (Katorobo, 2004). The system of decentralization in the country is also more responsive to the needs of the local community. Unlike the experiences of India, China and Russia where powers and functions were only devolved at the state and regional levels, decentral ization in the Philippines reaches down to the basic unit of government, the barangays.Due to our countrys bent towards democracy, the Philippines has a â€Å"higher form of decentralization† as compared to other countries (Ibid. . The central government has transferred more powers and functions to the local governments and has provided more avenues for civil society engagement in local governance. Role of Local Fiscal Administration in a Decentralized Setup The transfer of powers and functions to local government units (LGUs) necessitates the transfer and redistribution of financial resources. LGUs need sources and means to finance devolved services.Thus, the Local Government Code of 1991 provided LGUs with an increase in the IRA share, broader tax base, and a Just share in the national wealth. The redistribution of financial resources is essential for LGUs to realize local development as more responsive services are provided to the community. Local fiscal administration pla ys an important role in the attainment of local development as well as in the attainment of national goals. LGUs have to maximize powers and functions particularly their taxing powers and other functions in line with revenue generation and resource allocation to hasten development at the local level.A good local fiscal administration is needed to realize inclusive growth and poverty reduction as utlined in the Philippine Development Plan 2011- 2016. Improvements in the different aspects of local fiscal administration- systems, structures, processes, officials and personnel, and policy environment- is a means for the local government to obtain higher income levels to finance local government operations and services intended to uplift living conditions in the communities. As stated in the Handbook of Local Fiscal Administration in the Philippines by Celestino, et. al. these improvements may come in the form of new technology, good staffing patterns, adequate skills of ersonnel, height ened awareness of LGUs of available credit facilities, enhanced capacity of LGU for development planning, and the presence of political will among others. These contribute to increased LGU revenues and improved delivery of services to the community. Ultimately, poor living conditions and issues on human development (i. e. health diseases, malnutrition, illiteracy, unemployment, underemployment, environmental degradation, etc. ) are addressed when LGUs are able to provide more than adequate services.Improvements along these areas have an intrinsic value to the society. A healthier and educated population is a way of eradicating poverty. Same is true with the provision and generation of Jobs at the local level. same can De sala wltn eTTo rts to protect ana preserve ecological Dalance in any given community. These contribute to the achievement of inclusive growth and eradication of poverty. Local Fiscal Administration 20 Years after the Code's Enactment A closer look at the 20- year Ph ilippine experience of decentralization,however, shows that the country has succeeded only to a certain extent in its decentralization efforts.Llanto, in his iscussion paper, â€Å"The Assignment of Functions and Intergovernmental Fiscal Relations in the Philippines Twenty Years after Decentralization†, has observed that expenditure responsibilities with benefits confined within the territorial Jurisdiction of local governments were correctly assigned to LGUs. By these, he means that the Code correctly devolved functions and responsibilities on social demands and concerns that LGUs are in the best positions to respond to. He also mentioned that the Code ensured a clear tax- expenditure assignment.Nonetheless, despite success tories on decentralization particularly on local fiscal autonomy, Llanto observed pressing issues that need to be addressed if the country has to succeed in its decentralization efforts. These issues are: 1. The presence of two- track delivery system wher e NGAs perform devolved functions falling under the LGUs. 2. The increase in NGA budgets as a result of overlapping implementation of devolved programs 3. The misallocation of resources at the local level caused by the abuse of the pork barrel. 4. The low locally- sourced revenues in comparison to the total LGU expenditure. 5.The IRA-dependency of LGUs . The mismatch in the increase of expenditures and the quality of services 7. The inequitable access to local tax bases where cities have broader taxing powers than the provinces and municipalities. 8. The inability to raise adequate local revenues to the absence of competent staff and poor revenue generation systems. 9. The poor predictability in the size of the IRA. His suggestions to address these issues include the following: 1. The conduct of regular local public expenditure review 2. The use of poverty index, human development index, or resource indicator instead of the equal sharing criteria. The improvement of local tax admini stration. 4. The review and updating of local tax codes. 5. The institutionalization of a monitoring and reward system to recognize good local government performance in fiscal administration. 6. The avoidance of the imposition of unfunded mandates by the identification of source of funding apart from the coffers of the local government units 7. The alliance building/ resource pooling among LGUs for activities and services with inter-]urisdictional spillovers. There is still a lot of work to be done in our pursuit of successful decentralization nd the attainment of local development.Legislators and other policy makers have to pause and seriously consider the issues which surfaced in our first 20 years of decentralization. I believe that if we are to make any progress, incremental steps have to be taken towards countering these issues and challenges. And there is no importune time than the present to start providing interventions to the multiple concerns that confront the Philippine d ecentralization system.

The Leaders We Need Now From the Erickson’s Research article we came to learn about the three different generations of managers who tend to lead the corporate world. The baby boomers a generation who born from 1946 to 1964 have been in charge for past few decades. Boomers grew up in a world of competition where winning was very important. The next generation was the Xers, born from 1961 to 1981. Xers were more likely to reject the traditional definitions of success and wanted to make their own way.The generation Y which came after the Xers, born from 1980 to early 2000 was also the children of baby boomers. Here we noticed that Boomers wanted to hold the position and power thinking that the Xers did not have the ability to run the business. Boomers didn’t want to retire from there work and they worked late in their life. In present competitive world we need leader who will possess the ability to build network and make strong communication throughout the business.Leader should have high experience, business-relevant knowledge, vision, decisiveness, and commanding ability. Leader must create an identity of the organization to its customers. This identity will tie its customer to the organization. Future leaders will face a complex, rapidly changing environment and problems of different types. The leader needs to compete with these challenges and seek for success from different viewpoints. The generation Xers has this type of qualities or factors. They are the potential in charge of the business world.Generation X employees will bring a new change to the leadership of corporations, because they are dissatisfied with corporate life badly. Xers are the underappreciated workforces. They are the sandwich generation between two larger cohorts: Baby Boomers and the Generation Y. And they think that they will loose management jobs because Boomers and Gen Y share a natural relationship. Overview of household activities My household consists of three (3) persons, two of whom go out to work from Monday and Friday. I attend university and so I am hardly at home during the days. We are scarcely at home for a full day on Saturdays. However, we spend some time cleaning and washing before leaving home for various activities including shopping and entertainment. Saturdays and Sundays are the only days we prepare breakfast and dinner. The microwave is used to prepare meals each morning and each evening for a approximate 20 minutes each day from Monday to Friday. Our waste from Monday to Friday each week is very light since we are away from home for the better part of those days. However, on Saturdays and Sundays it is a bit heavier, especially on Sunday when we prepare for the rest of the week. Environmental impact of electricity use During any week we operate a number of appliances. They number approximately ten (10) and are used at least once per week. The table below shows the appliances in use, kilowatt hour (KWh) used along with the number of hours in used for each day during the period July 4 to July 17, 2011. Implications of including children with additional needs in a mainstream setting: The concept of inclusive education is as a result of parents and disabled people putting pressure on successive governments to change the education system, so as to allow all children to have a fair and equal access to education (Tassoni 2003, p.11). Including children with, special needs within the mainstream school has got its own implications. One of these implications will be ensuring, whether the layout and resources are appropriate, and inclusive. The environment plays a key role in supporting and extending children’s development and learning (Early year’s foundation Stage (E.Y.F.S, 2008). For example, having a child, who uses a wheelchair, will not be able to move in and out of the building independently without ramps. Although the issue of inclusive education is a highly debated issue, it has garnered unanimous support internationally, which is apparent from the fact that governments worldwide, have introduced policy initiatives whereby the cause of including st udents with special needs in regular schools has been supported, and treated as a human rights issue (OECD Publishing, 19992). This entails that schools today, are required to have trained staff who is specialized in supporting students with SEN (Special Education Needs) for instance, those diagnosed with autism. This is because, the educational needs of an autistic child is starkly different than those of a regular child, and hence special courses are required to be designed, developed and implemented to meet the special needs of such children. The SEN code of practice makes it the responsibilities of schools and early years setting to be able to identify children’s difficulties in terms of ‘graduate approach’, to the identification, assessment and recording of any difficulties these children may face (Linda, Carrie and Jane, 2005.p.132). The teachers, needs to adapt a positive attitude towards children with special needs, and ensure that there is no barrier of access. They need to ensure that, they are taking into account, views of the child, parents, colleagues and other professionals into consideration to meet the child’s needs, and adapt change to the environment accordingly. The attitudes of all adults who work in the schools, need to be such that, they are working to encourage the participation of all children in both academic and social life of the school (Halliwell 2003, p.20). Within my setting layout of equipment, is at every child’s level, this means, they can choose toys independently to play with, without any hindrance. They decided to send their children to a summer camp so they can start their trial separation before telling it to their kids. In the end, because they still love each other and also for the best of their children, they had chosen to be strong and set aside all the detestation and hatred from them. People may engage into marriage thru various reasons. The majority of it is usually because of legal and social aspects. But the reality is that a person is not only associated to emotional or a feeling to someone but also it is the spiritual and religious aspects that lead to marriage. For me, a person who entered into a relationship with someone should be committed to the person he loved so the partnership between them will be strong and the marriage will be eternal. Marriage for me is not just a formal contract or agreement of two persons who love each other which is usually followed by a wedding ceremony. It is really important for me because it does not only show how relationship works but it is instituted and destined by God for the permanent relationship between a man and a woman. My point of view towards relationship to a good marriage is that it should not be developed according to our anticipation. With the conformity of a husband and wife that are married, they should not be separated and will stand for every hardship that they will encounter. As shown in the movie, like what almost happened to Ben and Katie Jordan in the film was because of misunderstandings and the exchange of throbbing with each other. There are lots of couples nowadays that encountered similar problems like this. They also run into a situation that a couple cannot stand each other anymore which mostly ends up to divorce. Some of the couples may reconcile and choose to stay what is ordained while thers may lead to worst thing like separation or divorce. This film had given me lot of insights on the views of marriage. I can say that this movie made me realized that in order for a marriage to work well it is important that couples should learn how to reconcile and accept the love of their partners despite of their dissimilarities. People choose to marry the person they like not just because of feelings, affection or likeness to their spouse but because they fated their love to God and willingness to accept all the differences of their partner. I have learned that not all marriage will lead to lifelong relationship unless they truly love and vowed to each other. I also recognized that not all relationships are perfect thus we should continue ourselves to be loyal, devoted and still faithful to love ones. This film also taught me on what we should do or the best thing to perform if a situation happened in the marriage life like this. Study of various RISC and CISC processor INTRODUCTION: The processor (CPU, for Central Processing Unit) is the computers brain. It allows the processing of numeric data, meaning information entered in binary form, and the execution of instructions stored in memory. The first microprocessor (Intel 4004) was invented in 1971. It was a 4-bit calculation device with a speed of 108 kHz. Since then, microprocessor power has grown exponentially. Operation The processor (called CPU, for Central Processing Unit) is an electronic circuit that operates at the speed of an internal clock thanks to a quartz crystal that, when subjected to an electrical currant, send pulses, called peaks. The clock speed (also called cycle), corresponds to the number of pulses per second, written in Hertz (Hz). Thus, a 200 MHz computer has a clock that sends 200,000,000 pulses per second. With each clock peak, the processor performs an action that corresponds to an instruction or a part there of. A measure called CPI (Cycles Per Instruction) gives a representation of the average number of clock cycles required for a microprocessor to execute an instruction. A microprocessor power can thus be characterized by the number of instructions per second that it is capable of processing. MIPS (millions of instructions per second) is the unit used and corresponds to the processor frequency divided by the CPI. One of the primary goals of computer architects is to design computers that are more cost effective than their predecessors. Cost-effectiveness includes the cost of hardware to manufacture the machine, the cost of programming, and costs incurred related to the architecture in debugging.Both the initial hardware and subsequent programs. If we review the history of computer families we find that the most common architectural change is the trend toward ever more complex machines. Presumably this additional complexity has a positive trade off with regard to the cost effectiveness of newer models. The Microprocessor Revolution:- The engine of the computer revolution is the microprocessor. It has led to new inventions, such as FAX machines and personal computers, as well as adding intelligence to existing devices, such as wristwatches and automobiles. Moreover, its performance has improved by a factor of roughly 10,000 in the 25 years since its birth in 1971. This increase coincided with the introduction of Reduced Instruction Set Computers (RISC). The instruction set is the hardware language in which the software tells the processor what to do. Surprisingly, reducing the size of the instruction set eliminating certain instructions based upon a careful quantitative analysis, and requiring these seldom-used instructions to be emulated in software can lead to higher performance, for several reasons:- REASONS FOR INCREASED COMPLEXITY Speed of Memory vs. Speed of CPU:- .from the 701 to the 709 [Cocke80]. The 701 CPU was about ten times as fast as the core main memory this made any primitives that were implemented as subroutines much slower than primitives that were instructions. 709 more cost-effective than the 701. Since then, many higher-level instructions have been added to machines in an attempt to improve performance. Microcode and LSI Technology:- Microprogrammed control allows the implementation of complex architectures more cost-effectively than hardwired control.Advances in integrated circuit memories made in the late 60s and early 70s have caused microprogrammed control to be the more cost-effective approach in almost every case. Once the decision is made to use microprogrammed control, the cost to expand an instruction set is very small; only a few more words of control store. Examples of such instructions are string editing, integer-to-floating conversion, and mathematical operations such as polynomial evaluation. Code Density:- With early computers, memory was very expensive. It was therefore cost effective to have very compact programs. Attempting to obtain code density by increasing the complexity of the instruction set is often a double-edged the cost of 10% more memory is often far cheaper than the cost of squeezing 10% out of the CPU by architectural innovations. Marketing Strategy:- Unfortunately, the primary goal of a computer company is not to design the most cost-effective computer; the primary goal of a computer company is to make the most money by selling computers. In order to sell computers manufacturers must convince customers that their design is superior to their competitors.In order to keep their jobs, architects must keep selling new and better designs to their internal management. Upward Compatibility:- Coincident with marketing strategy is the perceived need for upward compatibility. Upward compatibility means that the primary way to improve a design is to add new, and usually more complex, features. Seldom are instructions or addressing modes removed from an architecture, resulting in a gradual increase in both the number and complexity of instructions over a series of computers. Support for High Level Languages:- As the use of high level languages becomes increasingly popular, manufacturers have become eager to provide more powerful instructions to support them. Unfortunately there is little evidence to suggest that any of the more complicated instruction sets have actually provided such support.The effort to support high-level languages is laudable, but we feel that often the focus has been on the wrong issues. Use of Multiprogramming:- The rise of timesharing required that computers be able to respond to interrupts with the ability to halt an executing process and restart it at a later time. Memory management and paging additionally required that instructions could be halted before completion and later restarted. RISC(Reduced Instruction Set Computing) The acronym RISC (pronounced risk), for reduced instruction set computing, represents a CPU design strategy emphasizing the insight that simplified instructions that do less may still provide for higher performance if this simplicity can be utilized to make instructions execute very quickly. Many proposals for a precise definition have been attempted, and the term is being slowly replaced by the more descriptive load-store architecture. Being an old idea, some aspects attributed to the first RISC-labeled designs (around 1975) include the observations that the memory restricted compilers of the time were often unable to take advantage of features intended to facilitate coding, and that complex addressing inherently takes many cycles to perform. It was argued that such functions would better be performed by sequences of simpler instructions, if this could yield implementations simple enough to cope with really high frequencies, and small enough to leave room for many registers, factoring out slow memory accesses. Uniform, fixed length an instruction with arithmetics restricted to registers was chosen to ease instruction pipelining in these simple designs, with special load-store instructions accessing memory. The RISC Design Strategies:- The basic RISC principle: A simpler CPU is a faster CPU. The focus of the RISC design is reduction of the number and complexity of instructions in the ISA. A number of the more common strategies include: 1) Fixed instruction length, generally one word. This simplifies instruction fetch. 2) Simplified addressing modes. 3) Fewer and simpler instructions in the instruction set. 4) Only load and store instructions access memory; no add memory to register, add memory to memory, etc. 5) Let the compiler do it. Use a good compiler to break complex high-level language statements into a number of simple assembly language statements. Typical characteristics of RISC:- For any given level of general performance, a RISC chip will typically have far fewer transistors dedicated to the core logic which originally allowed designers to increase the size of the register set and increase internal parallelism. Other features, which are typically found in RISC architectures, are: Uniform instruction format, using a single word with the opcode in the same bit positions in every instruction, demanding less decoding; Identical general purpose registers, allowing any register to be used in any context, simplifying compiler design (although normally there are separate floating point registers); Simple addressing modes. Complex addressing performed via sequences of arithmetic and/or load-store operations. à ¢Ã¢â€š ¬Ã‚ ¢ Fixed length instructions which (a) are easier to decode than variable length instructions, and (b) use fast, inexpensive memory to execute a larger piece of code. à ¢Ã¢â€š ¬Ã‚ ¢ Hardwired controller instructions (as opposed to microcoded instructions). CISC(complex instruction set computer) A complex instruction set computer (CISC, pronounced like sisk) is a computer instruction set architecture (ISA) in which each instruction can execute several low-level operations, such as a load from memory, an arithmetic operation, and a memory store, all in a single instruction. Performance:- Some instructions were added that were never intended to be used in assembly language but fit well with compiled high level languages. Compilers were updated to take advantage of these instructions. The benefits of semantically rich instructions with compact encodings can be seen in modern processors as well, particularly in the high performance segment where caches are a central component (as opposed to most embedded systems). This is because these fast, but complex and expensive, memories are inherently limited in size, making compact code beneficial. Of course, the fundamental reason they are needed is that main memories (i.e. dynamic RAM today) remain slow compared to a (high performance) CPU-core. ADVANTAGES OF CISC * A new processor design could incorporate the instruction set of its predecessor as a subset of an ever-growing languageno need to reinvent the wheel, code-wise, with each design cycle. * Fewer instructions were needed to implement a particular computing task, which led to lower memory use for program storage and fewer time-consuming instruction fetches from memory. * Simpler compilers sufficed, as complex CISC instructions could be written that closely resembled the instructions of high-level languages. In effect, CISC made a computers assembly language more like a high-level language to begin with, leaving the compiler less to do. DISADVANTAGES OF CISC * The first advantage listed above could be viewed as a disadvantage. That is, the incorporation of older instruction sets into new generations of processors tended to force growing complexity. * Many specialized CISC instructions were not used frequently enough to justify their existence. The existence of each instruction needed to be justified because each one requires the storage of more microcode at in the central processing unit (the final and lowest layer of code translation), which must be built in at some cost. * Because each CISC command must be translated by the processor into tens or even hundreds of lines of microcode, it tends to run slower than an equivalent series of simpler commands that do not require so much translation. All translation requires time. * Because a CISC machine builds complexity into the processor, where all its various commands must be translated into microcode for actual execution, the design of CISC hardware is more difficult and the CISC design cycle correspondingly long; this means delay in getting to market with a new chip. RISC and CISC architectures are becoming more and more alike. Many of todays RISC chips support just as many instructions as yesterdays CISC chips. The PowerPC 601, for example, supports more instructions than the Pentium. Yet the 601 is considered a RISC chip, while the Pentium is definitely CISC. RISCs are leading in:- * New machine designs * Research funding * Publications * Reported performance * CISCs are leading in: * REVENUE Performance * The CISC approach attempts to minimize the number of instructions per program, sacrificing the number of cycles per instruction. * RISC does the opposite, reducing the cycles per instruction at the cost of the number of instructions per program. * Hybrid solutions: * RISC core CISC interface * Still has specific performance tuning Future Aspects Todays microprocessors are roughly 10,000 times faster than their ancestors. And microprocessor-based computer systems now cost only 1/40th as much as their ancestors, when inflation is considered. The result: an overall cost-performance improvement of roughly 1,000,000, in only 25 years! This extraordinary advance is why computing plays such a large role in todays world. Had the research at universities and industrial laboratories not occurred had the complex interplay between government, industry, and academia not been so successful a comparable advance would still be years away. Microprocessor performance can continue to double every 18 months beyond the turn of the century. This rate can be sustained by continued research innovation. Significant new ideas will be needed in the next decade to continue the pace; such ideas are being developed by research groups today. Conclusion The research that led to the development of RISC architectures represented an important shift in computer science, with emphasis moving from hardware to software. The eventual dominance of RISC technology in high-performance workstations from the mid to late 1980s was a deserved success. In recent years CISC processors have been designed that successfully overcome the limitations of their instruction set architecture that is more elegant and power-efficient, but compilers need to be improved and clock speeds need to increase to match the aggressive design of the latest Intel processors. An Analysis of The Little Convent Girl  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Grace King's The Little Convent Girl is an excellent example of post-Civil War realism incorporating a trick-ending. In this local color short story, King methodically lures the reader into a false belief that her story is about an insignificant and nameless young girl who, after twelve years seclusion in a convent, is exposed to the fervor and excitement of a steamboat trip down the Mississippi River. The success of Ms. King's trick-ending is achieved through three basic elements; 1) de-emphasizing the importance of the main character, 2) tidbits of information followed by wordy misdirection, and 3) a false climax. Ms. King masterfully downplays the importance of the little convent girl by not giving her a name, even the steamboat captain and crew members refer to her as "the little convent girl". As a result, the reader is led to believe that the story is not really about the little convent girl. She is merely the instrument chosen by the author through which the reader will experience a steamboat adventure. King further misleads the reader by offering paragraphs of information about the complexities of navigating the river, the habits of the crew members, and the skill of the steamboat pilots. On those occasions that the reader is provided bits of information about the little convent girl, King immediately misdirects the reader back to the overt theme of a steamboat adventure. King, in introducing the little convent girl to the reader, goes to great lengths to present her as a dreary and uninteresting creature. She wore dark clothing, sat rigidly upright, secluded herself in her room, and displayed little zest for life. Therefor, when King uses the work "blac... ...it up to each reader to draw their own conclusions and search their own feelings. At the false climax, the reader was surprised to learn that the quite, well-liked, polite, little convent girl was colored. Now the reader had to evaluate how the forces within their society might have driven such an innocent to commit suicide. In analyzing this story, there are several other interesting facts that merit further exploration. For instance, throughout the story all references to the little convent girl use black or dark references. But, when plunging to her death, the author describes the little convent girl as a "flutter of white petticoats, a show of white stockings". What is the significance of the sudden color change? Also, Since the reader must assume that the little convent girl is Catholic, what can be concluded about a proper catholic committing suicide?

I Have Cancer and My Brother has Cerebral Palsy :: Personal Narrative, Autobiographical Essay

There are things in life which none of us can control, in my life there have been many such things. In trying to write this essay I have a difficult time trying to decide what I am going to write about. I have many ideas running through my head,and I am trying to decide what makes me who I am, what makes me special. Soren Kierkegaard said, "Life can only be understood backwards, but must be lived forwards." I have a difficult time understanding my life even as I look back, I am unsure of why things happened and what effect certain events had on my life. I say this because I know nothing else, I have nothing to compare my life to. I am who I am and I have always been this way. There are three major topics that I am considering to include in my essay. The first topic is my medical history, which is quite thick, as shown by my four fat medical files. The problems all started at an early age when E-coli was found in my hip, and it had to be removed. I went in to surgery for the first time, before my first birthday, and had part of my hip scraped out to remove the bacteria. This was the first of about 5 major surgeries and a vast number of visits to the doctors. I could talk about the trauma I went through wondering if I would ever be able to walk, but I was too young to remember any of this. The E-coli was of little importance in my mind except that it was my first surgery, and also that Doctor's told my parents I would always walk with a limp, and be unable to compete in athletics. The condition that everyone believes had the largest effect on who I am is CANCER, I made that big and bold because I want the sympathy vote. I was diagnosed wi th cancer on Feb. 11, 1987 and went into surgery 2 days later. I didn't remember that date, and I had to go ask my parents all of this. They remember it all. I had a stage four Wilms Tumor attached to my left kidney, I know what side because I get to look at the huge scar every day, and that the doctor's gave me about a 50/50 chance of survival.
